Variable Interest Rates: Variable interest rates fluctuate according to changes in financial indexes such as the U.S. Treasury Bill, and the Prime Rate. Although they may vary, they typically have a cap on how high they can rise. For example, the Stafford loan is capped at 8.25%, and the PLUS is capped at 9%.
