University Procurement Policies and Procedures

Diverse Supplier Certification is one of the tools used to validate and seek qualified minority, women, veteran and disadvantaged business concerns for sponsored research projects.

• To receive credit toward Federal or State sponsored projects goals, MBE, WBE or DBE certification is required. These businesses must be certified by the Small Business Administration (SBA) or Environmental Protection Agency (EPA). The SBA will certify qualified businesses for 8(a) Business Development Program , HUBZone Empowerment Contracting Program. 
• Environmental Protection Agency upgrades program to include new certification requirements for MBEs, WBEs, and DBEs.
• The Supplier Certification Resources will assist suppliers with the certification process.

In order for the university's federal contracts to receive credit for using diverse suppliers, the business must be certified by the Small Business Administration (SBA). The SBA will certify qualified businesses for 8(a) Business Development Program and HUBZone Empowerment Contracting Program.

In order for the university's state contracts to receive credit for using diverse suppliers, the business must be a California Disabled Veteran Business Enterprise (CDVBE) and fax its certification to Supplier Diversity Services.
